On fresh installs of the Operating System you may not be able to access the Windows Update website as there are required updates that make it work:
Windows Genuine Advantage Validation v1.9.42.0(KB892130)
Permanent copy of the Package Installer for Windows (KB898461)
Windows Installer 4.5 (KB942288)
The Dec 2013 Security Update for Windows Internet Explorer 6
After installing the updates, you may need to restart your computer in order to take effect. Make sure TLS 1.0 is also checked in Internet Options
Now with everything done correctly, the Update Website should now open:
